The guitar player here is Tsuneo Imahori also from the Seatbelts. And the song is called Yakitori also made for the Ghost in the Shell Stand Alone Complex anime series.
Yakitori is the second song on the Ghost in the Shell - SAC - OST 1 album. You may ask why you have not heard about Yoko Kanno, Seatbelts or Tsuneo Imahori before. Well they are known in Japan. And the best music I have found is not heard on the radio.
